John Binks is a dedicated professional Program Manager. John is an active member of the Project Management Institute (PMI), and holds a current PMP Certification. John is a proven leader with 28-years of technology and project management experience, specializing in public safety mobile/wireless products and applications.
He has owned several small business including computer and Internet based Corporations. John has worked for Federal, State, Military, and County Governments, as well as the private sector, and brings a great deal of practical experience to his projects. John has traveled across the nation providing technical implementation and project management expertise to thousands of professionals from Police, Fire/EMS, Transportation, Transit, EMA / Homeland Security, and Military Agencies in the implementation of mobile product solutions. As a former sworn Major Case Detective for the Orange County Sheriff’s Office, John developed and presented investigations curriculum to multiple Law Enforcement Agencies. John is certified by the State’s of Virginia, and Florida as an Instructor, and by the State of Maryland, where he is also designated as a Subject Matter Expert on mobile/wireless interoperability solutions. John received his degree in Business Administration and has many professional certifications including a PMP. John is active in many professional organizations including the Project Management Institute (PMI); International Association of Chiefs of Police (IACP).
John is currently the Supervisory Program Manager at DHS / FEMA in the Disaster Assistance Directorate, Individual Assistance Division, NPSC Operations Branch, Process Design & Improvement Section. John directs project planning and execution of software development and testing.
